Special rate for regular guests

How can I make a rate for regular guests (we have guests staying every week a couple of nights) for only internal use. They book by email and how can I choose this rate when making the booking by hand?

I do this by creating a voucher code I give to the recurrent guests - usually a % discount on the room only price when booking on our website. The discount is calculated before the checkout and that works well for us
