although reading wizards and instructions several times I unfortunatly cannot find an answer to my question
"How/where can I set different Prices depending on occupancy?"

How/Where can I set the Minimum occupancy to 4 persons?

You can set a price to apply for a certain number of guests. The setting in the rate next to "Room Price" lets you select for how many guests this price applies.
