Good afternoon. Does the cost of the reservation change automatically if the number of guests decreases? And is it possible to issue a partial refund for a reduced amount? Using Stripe

The answer depends on where the booking came from and whether the source supplies updates or you are manually making the update.
It is possible to make partial or full refunds to the card holder via Stripe but the Stripe transaction fee is not generally refunded,

Reservations are made through the booking page created through beds24. We change the number of guests manually.

Just changing the number of guests or the dates will not change the price.
If you want to change the price you need to click on "Recalculate Price & Charges" in the "Charges & Payments" tab of the booking.
