Where can I find the setting that allows a guest to change the booking when logged in at http://my-booking.info/login.

Searched throughout the wiki and forum but can't find it so far.

Modify is not available yet, they can only cancel. We are currently adding a send message to host function.

You can set your cancellation rule for the property at Settings > Properties > Booking Rules

It can also be overriden in each booking with the "Cancellable" setting on the detail tab
