When adding an invoice item it used to be possible to assign the invoicee at the time of entering the line.
No you have to add the line and then change the invoicee.

Yes this is correct, but now you can also move items to and from invoicee's.

And there is an option to lock invoices when they are assigned an invoice number.

Settings > Account > Preferences > Lock Invoices
