Booking.com have confirmed they had issues with the Reservations API

0.5% of new bookings, cancellations, and modifications were communicated with a delay of up to nine hours.
No communications were dropped. The issue equally affected API messages and emails to both partners and guests. The affected bookings were made between 23:00 and 16:00.
Duplicate cancellation messages were sent over Reservations API for a few bookings between 22:00 and 04:45. The number of duplicates ranged from about 25 to about 250.
